Bernard, Francis
colonial governor, was born in 1714 in England. He came to America in 1758 as governor of New Jersey, but in 1769 returned to England. He was the author of Select Letters on the Trade and Government of America; and Principles of Law and Polity Applied to the Government of the British Colonies in America. He died June 16, 1799.
BERNAYS, AUGUSTUS CHARLES, physician, author, was born Oct. 13, 1854, in Highland, III. In 1883 he became professor of anatomy in the St. Louis College of Physicians and Surgeons. Dr. Bernays is the author of two embryological monographs-one on the development of the valves of the heart, and one on the development of the knee-joint and joints in general; and also of a series of surgical papers, under the title of Chips from a Surgeon's Workshop.
