Skinner, Harry

lawyer, congressman, was born May 25, 1855, in Perquimans county, N. C. In 1890 he was elected to the lower house of the North Carolina legislature. He has served as chairman of the democratic executive committee of his county, chairman of the democratic executive committee of the first congressional district, and on the state central committee. He is chairman of the populist executive committee of his county and on the state central committee; and is a trustee of the state university. He was elected to the fifty-fourth and fifty-fifth congresses as a populist.
