Skinner, Richard
lawyer, jurist, state legislator, congressman, was born May 30, 1778, in Litchfield, Conn. He moved o Manchester, Vt.; he served in congress from 1813 to 1815; was elected a judge of the supreme court of Vermont in 1816; and became chief justice of that court in 1817. In 1818 he was elected to the lower branch of the legislature, and was speaker. He was governor of Vermont in 1820, 1821 and 1822; and was reappointed chief justice in 1824. He died May 23, 1833, in Manchester, Vt.
