soldier, state legislator, congressman, was born June 17, 1830, in Morgan county, Ohio.
He was a member of the Wisconsin legislature in 1862. He was commissioned major of Wisconsin volunteers in 1862, and was brevetted brigadier general.
He was elected bank comptroller of Wisconsin in 1866, and re-elected for 1868.
He was elected a representative from Wisconsin to the forty-second, forty-third and forty-fourth congresses. He elected governor of Wisconsin in 1882, and was re-elected in 1884 and in 1886. In 1889 he was elected secretary of agriculture. was
