Blair, Jacob B
lawyer, jurist, congressman, was born April 11, 1821, in Parkersburg, Va. He was prosecuting attorney for Ritchie county for several years; was elected a representative from Virginia to the thirty-seventh congress, and in 1863 was elected a representative from the new state of West Virginia to the thirty-eighth congress. In 1867 he was elected a representative in the state legislature; and was United States minister to Costa Rica from 1868 to 1872. 1876 he was appointed associate justice of the supreme court of Wyoming territory, and was reappointed in 1880, and again in 1884.
