Seay, William A
lawyer, jurist, educator, state legislator, was born April 19, 1831, near Burkeville, Va. He was a professor in the Louisiana State Military school; was an engineer officer in the confederate army under General Price; and received a majority of the votes cast for judge of the district court in 1872, but the returning board decided that he was not elected. He was elected a representative to the Louisiana legislature in 1881, and again in 1884. In 1884 he was appointed commissioner to revise the statute laws of the state; and in 1885 was appointed United States minister to Bolivia.
