Phillips, Philip

lawyer, state legislator, congressman, was born Dec. 13, 1807, in Charleston, S. C. In 1834 he was elected for two years to the South Carolina state legislature. In 1837 he was elected president of the Alabama democratic state convention, and in 1844 was elected to the legislature. In 1851 he was again elected to the legislature. He was a representative in congress from Alabama, from 1853 to 1855, and declined a re-election. He died Jan. 14, 1884, in Washington, D. C.
