Phelps, Seth L
naval officer. He served throughout the war of the rebellion, rising to the rank of captain. In 1865 he resigned his commission and entered the service of the Pacific Mail Steamship company, and became vicepresident of the company. He resigned in 1878, to accept the appointment of commissioner of the District of Columbia, and in 1883 was appointed envoy extraordinary and minister plenipotentiary of the United States to Peru. He died at his post shortly after entering upon the discharge of his duties.
