educator, clergyman, bishop, sociologist, was born Feb. 28, 1848, in Bartlett, Ohio. He was educated at the Bartlett academy, and the Illinois Wesleyan university, from the latter institution receiving in course the degrees of B. Ph., M. A. and Ph. D.; and also the degree of M. A. from Otterbein university. In 1871 he was ordained a clergyman of the United Brethren church. In 1887 he became professor of English literature and rhetoric in the Western college, Iowa; and in 1889 was elected president of that institution, serving also in the chair of mental and moral philosophy. In 1893 Dr. 1893 Dr.
Mills was elected bishop, which position he has filled with distinguished ability.
He has delivered several courses of lecof lectures on sociology and kindred topics.
