He was a citizen of Tennessee, from which state he was appointed an associate justice of the United States court for the territory of Nebraska, residing at Dakota City.

MILLIGAN, WILLIAM MCKINDREE, lawyer, legislator, was born March 13, 1851, in Bedford, Ind. He attended the DePauw university of Indiana, then known as the Asbury university. He served with distinction as a member of the Kansas state legislature; has been county attorney; and is one of the leading lawyers of Kansas, at Pittsburg.
