Joyce, Charles Herbert
lawyer, legislator, congressman, was born Jan. 30, 1830, in Andover, England. He was state librarian of Vermont in 1855 and 1856; and county attorney in 1856 and 1857.
He was commissioned major of second Vermont infantry in 1861, and promoted to lieutenant-colonel in 1862. He was a member of the legislature in 1869, 1870 and 1871; and was speaker during the latter term. He was elected a representative from Vermont to the forty-fourth congress; and re-elected to the forty-fifth, forty-sixth and forty-seventh congresses as a republican.
