James, Thomas Lemuel

journalist, banker, public official, was born March 29, 1831, in Utica, N. Y. He was made collector of canal tolls at Hamilton in 1854 and 1855, and was appointed inspector of customs in the New York custom house in 1861; weigher in 1863, and deputy collector in 1870. He was appointed postmaster at New York city in 1873 and was reappointed in 1877. He was appointed postmaster-general in the cabinet of President Garfield, in 1881, and continued in that position in the cabinet of President Arthur, until 1882, when he resigned to accept the presidency of the Lincoln National bank of New York city.
