Howard, William
soldier, lawyer, legislator, was born Jan. 13, 1847, in Belfast, Ireland. In 1853 he settled in Utah. In 1865 he was appointed second-lieutenant in the Nauvoo legion, and took charge of a small company of men in the Black Hawk Indian war. In 1870 he was prosecuting attorney of Randolph, and filled various other positions of public trust. For ten years he was statistic correspondent of the United States agricultural department. In 1894 he was elected a member of the constitutional convention, and was one of the signers of the constitution of Utah in 1895. He has also served as a United States court commissioner. In 1896 he was elected a representative of the first Utah state legislature, and served in that body with distinction. He is an able lawyer of Huntington, Utah; and in 1896 was elected county attorney.
