merchant, journalist, legislator, congressman, was born Oct. 18, 1824, in Halifax county, Va. He received his education at the Dresden academy, Tennessee; and at the Lexington Law school. During the war he was in the confederate service; was a commissary, with the rank of major. He served as a member of the Tennessee legislature in 1847; and again in 1883. During his second term in the Tennessee legislature he introduced and secured the passage of the bill to create the agricultural experiment station at Knoxville, Tenn. He served as a member from Tennessee in the forty-ninth and fiftieth congresses; and while a member of that body he was the author of the law to elevate agriculture to the level of commerce and manufactures. He has been a successful merchant and journalist of Ripley, Tenn.
