Gibbs, Mifflin Wister

jurist, was born April 17, 1823, in Philadelphia, Pa.

In 1872 he was a delegate to the national convention of colored men at New Orleans; was presidential elector in 1876, and the same year was appointed register of the United States land office by President Hayes, being re-appointed to the same office in 1881 by President Arthur. In 1884 he was delegate at large to the national republican convention, and also in 1892 and in 1896. He was appointed receiver of public moneys at Little Rock in 1890; and was appointed a commissioner to sell government reserve lands at Hot Springs in 1892; and in 1897 was appointed by President McKinley United States consul to Tamatave, Madagascar.
