Va. In 1880 he was elected judge of the thirteenth judicial. circuit, composed of the counties of Jefferson, Morgan, and Berkeley; and was elected to the United States senate as a democrat, and took his seat March 4, 1887. He was reelected in 1893. He was permanent chairman of the democratic state convention of West Virginia in 1888, and was both temporary and permanent chairman of the democratic state convention of 1892; and was chairman of the democratic congressional campaign committee in 1894 and 1896.
