Shellabarger, Samuel

lawyer, state legislator, congressman, was born Dec. 10, 1817, in Clarke county, Ohio. He was a member of the first legislature in Ohio that met under the present constitution, and in 1860 was elected to congress as a republican. He took his seat in the special session that met in accordance with President Lincoln's call in 1861; and served in 1861-63, in 1865-69, and in 1870-73. He was United States minister to Portugal in 1869-70, and in 1874-75 was one of the civil service commission.
