Ruggles, Charles Herman

was born Feb. 10, 1789, in Milford, Conn. Removing to New York he was a member of the New York legislature in 1820. He was a representative in congress from New York from 1821 to 1823; and was for many years a judge of the circuit court.

He served for a second term in the state legislature; was made a judge of the court of appeals and presiding judge from 1853; and retired from the bench in 1855.

He died June 16, 1865, in Poughkeepsie, N. Y.
