Rosecrans, William Starke

soldier, civil engineer, manufacturer, congressman, was born Sept. 6, 1819, in Kingston, Ohio. He graduated from West Point in 1842. He was appointed aid to General McClellan in Ohio; was appointed colonel and chief engineer of Ohio; and was commissioned colonel of Ohio volunteers, and brigadier-general United States army. In 1864 he commanded the department of Missouri; was made brevet major-general United States army in 1865; and resigned in 1867. He was minister to Mexico in 1868, but was recalled in a few months. He was elected a representative from California to the fortyseventh and forty-eighth congresses.. In 1885 he was appointed register of the treasury at Washington. He died in 1898.
