Rice, James Montgomery

soldier, lawyer, legislator, was born March 8, 1842, in Monmouth, Ill. In 1887 he settled in Peoria, Ill., where he has since been engaged in the practice of law.

He served one term in the Illinois state legislature during 1871-72. He is the author of a Range Manual, now adopted and used in five states for the national guards as an authority; and also Small Arms Practice for the National Guards. He is the inventor and patentee of a practical moving target, used with great success by both the regular troops and the national guards.
