Payne, Henry B

lawyer, manufacturer, congressman, United States senator, was born Nov. 30, 1810, in Madison county, N. Y. He was a presidential elector in 1848; was elected a state senator in 1849 and 1850, and was, for several years, a member of the Cleveland city council.

He was president of the Columbus Railroad company. In 1874 he was elected a representative from Ohio to the fortyfourth congress. In 1884 he was elected a United States senator from Ohio for six years from 1885.
