Outhwaite, Joseph H

lawyer, congressman, was born Dec. 5, 1841, in Cleveland, Ohio. He was elected prosecuting attorney of Franklin county, Ohio, in 1874, and again in 1876. He was one of the trustees of the County Children's home from 1879 until 1883; was one of the trustees of the sinking fund of the city of Columbus in 1883; and in 1884 was reappointed for a term of five years. He was elected a representative from Ohio to the forty-ninth congress; and was re-elected to the fiftieth, fifty-first, fifty-second and fifty-third congresses as a democrat. In 1895 he was appointed civilian member of the board of ordnance and fortification, Columbus, Ohio.
