Otto, William Tod
lawyer, jurist, was born Jan. 19, 1817, in Philadelphia, Pa. He was elected a district judge in Indiana for six years; and became a professor of law in the university of Indiana. In 1863 he was appointed assistant secretary of the interior department, and remained in that position until 1871, when he was appointed arbitrator on the part of the United States, on the commission for the settlement of claims of American citizens against Spain. In 1875 he was appointed reporter of decisions of the supreme court.
