Mann, James R
lawyer, congressman, was born Oct. 20, 1856, in Bloomington, Ill. He was elected alderman from the thirty-second ward to the Chicago city council, and reelected in 1894; in the city council for three years; and was chairman of the judiciary committee.
In 1894 he was the temporary chairman of the republican state convention, and in 1895 was the chairman of the Cook county republican convention. In 1892 he was appointed a master chancery of the superior court Cook county, which position he signed in 1896. In 1895 he was elected by the South Park commissioners of Chicago as general attorney for the park board. He was elected to the fifty-fifth congress as a republican. in of re-
