Kelly, James Kerr
soldier, lawyer, United States senator, was born Feb. 16, 1819, in Centre county, Pa. In 1852 he was elected one of three commissioners to prepare a code of laws for Oregon territory; and was a member of the legislative council from 1853 to 1857. He was a member of the convention which framed the constitution of Oregon in 1857; and was a senator in the state legislature from 1860 to 1864. In 1855 he was chosen lieutenant-colonel of the first regiment of Oregon mounted volunteers; and was engaged in the Yakima Indian war in 1855 and 1856. He was elected a senator in congress for the term commencing in 1871 and ending in 1877.
