Hall, Willard
lawyer, jurist, congressman, was born Dec. 24, 1780, in Westford, Mass. In 1811 he was elected secretary of state in Delaware, and held that office three years. He was elected a representative in congress in 1816, and re-elected in 1818, and was again secretary of state in 1821. In 1822 he was elected to the legislature; in 1823 was appointed district judge of the United States for Delaware; and in 1829 revised the state laws of Delaware. In 1831 he was a member of the state constitutional convention. He was the father of the public school system of the state. He died May 10, 1875, in Wilmington, Del.
