He was a lawyer and educator of Albany, and since 1894 president of the university of Illinois. He is the author of What Ought the Common Schools to Do?; How to Improve the Country Schools; Powers and Obligations of Teachers; School Administration in Large Cities; Origin of the New York Common School System; A Teaching Profession; Authority of the State in Education; Legal Status of the Public Schools; Normal and Training School System of New York; Responsibility and Authority of Trustees; American Schools and American Citizenship; and Public School Pioneering in New York and Massachusetts.
