SECTION VIII REPARATION AND RESTITUTION Germany's responsibility for loss and damage. "The allied and associated Governments affirm, and Germany accepts, the responsibility of herself and her allies, for causing all the loss and damage to which the allied and associated Governments and their nationals have been subjected as a consequence of the war imposed upon them by the aggression of Germany and her allies."

The total obligation of Germany to pay as defined in the category of damages is to be determined and notified to her after a fair hearing, and not later than May 1, 1921, by an interallied Reparation Commission. Schedule of payments to be presented.
