United in a single ownership, and with their various characteristics supplementing one another, they offer simply immeasurable prospects. They are rich in natural treasures, rich in possibilities of settlement and trade, and rich in men who can work and also be used in war. To demand them is not unjust, and does not offend against the principle of equilibrium, since Germany would thus only be obtaining a colonial empire such as England and Russia, France and America, have long possessed."
