Spinner, Francis Elias

soldier, financier, congressman, was born Jan. 21, 1802, in Mohawk, N. Y. He held all the commissions, from the governors of New York, from a lieutenant to a major-general of the state artillery. He was county sheriff, and commissioner for building the state lunatic asylum; and from 1845 to 1849 was auditor in the naval office at New York. In 1854 he was elected a representative from New York to the thirty-fourth congress; and was re-elected to the thirty-fifth and thirty-sixth congresses. In 1861 he was appointed United States treasurer, and continued in the position until 1875. He died Dec. 31, 1890, in Jacksonville, Fla.
