He was elected a representative in the state legislature in 1847; and was elected a representative from Tennessee to the thirty-first and thirtysecond congresses. He moved to Memphis, Tenn.; and was elected governor in 1857, and re-elected in 1859 and 1861. He served three years in the confederate army as a staff officer; and was elected a United States senator from Tennessee for the term of six years from 1877; and was re-elected for the terms ending in 1889, 1895 and 1901.

He served in the union army during the civil war; was second lieutenant of company G, fifth regiment Indiana cavalry; then became first lieutenant of company C, one hundred and forty-eighth regiment Indiana infantry; and major of the Indiana legion. He is the author of a novel entitled The Man Who Tramps; and a volume of poems entitled Interludes; and has contributed extensively to current literature.
