Higgins, Anthony
lawyer, legislator, was born Oct. 1, 1840, in New Castle county, Del. He attended the Newark academy, Delaware college, Yale college, and the Harvard Law school. In 1864 he was appointed deputy attorney-general; was United States attorney for Delaware from 1869 until 1876; was chairman of the republican state committee in 1868; and received the votes of the republican members of the legislature for the United States senate in 1881. He was republican candidate for congress in 1884, and was elected to the United States senate as a republican, and took his seat March 4, 1889. His term of service expired March 3, 1895.
