Foote, Lucius H
soldier, lawyer, diplomat, was born April 10, 1826, in Winfield, N. Y. He was judge of the municipal court of Sacramento, Cal., from 1854 to 1860; and in 1861 was appointed collector of the port of Sacramento. He was adjutant-general of the state from 1872 to 1876; was appointed United States consul at Valparaiso, Chili, in 1879; and was acting charge d'affaires to Chili in 1882. In 1883 he was appointed envoy extraordinary and minister plenipotentiary of the United States to Corea.
